REQUEST FOR EXPRESSIONS OF INTEREST

The SDA-Moldova is seeking Expressions of Interest (EOIs) from Individual Consultants for the provision of Irrigation Engineer services. This is a full-time assignment for a term up to December 29, 2017, with the possibility of extension.
The Consultant shall have (i) university degree in irrigation engineering, or water engineering, civil engineering or other related fields; the availability of a post graduate degree, or training, in a related field such as management of irrigation and/or water supply projects will be an advantage; (ii) four (4) years of relevant professional experience in engineering; (iii) experience in detailed design of irrigation/water systems, management of such detailed design, construction, management and/or supervision of construction of irrigation/water systems, cost estimating, procurement or similar related experience; (iv) demonstrated relevant experience to include direct management experience of irrigation/water supply rehabilitation projects including management of several simultaneous works contracts; (v) strong analytical and report writing skills; (vi) demonstrated professionalism, good judgment, and flexibility to work as necessary outside normal work hours to meet deadlines and needs of the position; (vii) experience working with international financial institutions (IFIs) and/or other donor organizations in the irrigation or water supply sector; (viii) fluency (good) in oral and written Romanian, Russian and English (pass/fail); (ix) strong computer skills (MS Office (2007 or newer), MS Project (2007 or newer), AUTOCAD (2007 or newer) are required (pass/fail).
The Consultant should also (i) be a citizen of the Republic of Moldova, or a resident of the Republic of Moldova holding an appropriate work permit; (ii) be of outstanding character and integrity; (iii) be free of all conflicts of interest and committed to protecting the integrity of the Program.

The selection shall be carried out in accordance with the procedures set forth in the MCC Program Procurement Guidelines. A shortlist of the most qualified Consultants will be invited to the interviews and the most qualified consultant will be invited to submit a financial proposal and negotiate a lump sum fixed price contract.
To be considered for this assignment, interested Consultants must submit an EOI, using the EOI forms, available upon request from SDA-Moldova, at the email addresses indicated below. Interested Consultants must submit information on their credentials to perform the services, including description of similar assignments, experience in similar conditions, availability of appropriate skills, qualifications and other relevant information. The shortlist of the Consultants will be selected through comparison of qualifications. Therefore, it is important that all relevant information be included in the consultant's submission. All EOI documents shall be presented in the English language. The EOIs not submitted in the requested format will not be considered.
Consultants shall submit as well the names and contact information (telephone number(s) and email addresses) of at least three professional references, and to clearly state the relationship of the professional reference to the candidate (e.g., supervisor, client, former colleague, etc).
